Spain's 26×32 mm Format vs. the 35×45 mm Schengen Standard

Most of Europe issues passports and ID cards in the 35 × 45 mm ICAO format. Spain is one of the exceptions: its national passport and DNI both use the smaller 26 × 32 mm "foto carnet" size, a legacy national standard that predates the wider EU push toward biometric uniformity. Ministerio del Interior: Role & Issuance Process

The Ministerio del Interior is the government department responsible for Spain's national identity and travel documents, and it carries out passport and DNI issuance through the Dirección General de la Policía — Spain's National Police. Unlike countries where a separate civil agency handles passports, in Spain the same police force that manages public security also runs the identity document system, which is why both passport and DNI appointments happen at a Comisaría rather than a dedicated passport office.
