State Migration Service: Authority Overview

Biometric passports in Azerbaijan fall under the State Migration Service of the Republic of Azerbaijan (Dövlət Miqrasiya Xidməti). The service sets the biometric photograph standard, and in practice most citizens complete their applications through the country's ASAN xidmət one-stop centres, where documents, biometrics, and photographs are collected in a single visit.

Because Azerbaijan issues an ICAO-compliant biometric passport, the facial image is machine-read. That is why the 35 × 45 mm frame, the head-height range, and the neutral expression are enforced strictly — the photo is not just an ID picture, it feeds an automated verification chip.

The Azerbaijan Passport Application Process

Applicants usually move through these stages:

1. Prepare documents

Gather your national ID card, proof of citizenship, the state fee receipt, and a compliant 35 × 45 mm photograph.

2. Visit an ASAN xidmət centre

Fingerprints and a digital facial scan are captured on site, and your submitted photo is checked against the biometric standard.

3. Pay the state duty

Fees vary by processing speed (standard, expedited, or urgent) and are paid in Azerbaijani manat.

4. Collect the passport

Once printed, the biometric passport is issued for pickup or delivery, depending on the option chosen.

Azerbaijan-Specific Photo Rules

• The portrait must be sharp, in colour, and free of pixelation or over-compression.
• Face the camera squarely — no tilting, turning, or three-quarter angles.
• Headwear is not allowed except for daily-worn religious coverings, and even then the full face from the bottom of the chin to the top of the forehead must be visible.
• Uniforms and camouflage clothing are not accepted; wear ordinary everyday attire.
• Avoid a white or very pale top, which can blend into the light background and blur your shoulder line.
• Lighting must be flat and even so both sides of the face are equally exposed, with no red-eye.

Child & Infant Passport Photo Requirements

Infants and young children still need their own biometric-style photo for an Azerbaijani passport, and the 35 × 45 mm size and 32–36 mm head height apply to them exactly as to adults. There is no reduced format for babies. No other person, hand, toy, or dummy may appear in the frame.

• Lay a baby on a plain white sheet and photograph from directly above to keep the background clean and shadow-free.
• The child's eyes should be open where possible, with the mouth closed and expression neutral.
• No supporting hands should be visible holding the head or body — support the child from behind the sheet.
• Shoot wide and crop down. Cropping tightly in-camera on a small face leaves too few pixels once the 7:9 frame is applied.
• Appearance changes fast in infancy, so a photo that no longer resembles the child is refused even inside the 6-month window.

Passport Renewal Photo Rules

A renewal is not a chance to reuse your old picture. The State Migration Service expects a fresh photograph taken within the last six months that reflects any change in appearance — new glasses, weight change, facial hair, or a different hairstyle.

The 35 × 45 mm specification, background, and head-size rules are identical to a first-time application, so treat every renewal as a brand-new photo shoot.

National Biometric Standards

Azerbaijan's biometric passport aligns with ICAO Doc 9303. In practice this means the facial image must support automated recognition: an unobstructed forehead, visible jawline, natural skin tones, and no heavy digital retouching that changes facial features.

• Both eyes open and clearly visible, pupils not obscured by hair or frames.
• No filters, beautification, or skin smoothing that alters biometric points.
• Consistent, shadow-free lighting across the face and background.
• Head square to the camera with no roll, pitch, or yaw beyond a few degrees.

Digital Passport Submission Rules

When a step in the process is completed online, upload a colour JPEG in the sRGB profile, cropped to the 35 × 45 mm ratio at 413 × 531 pixels or larger and free of compression artefacts. File-size and pixel limits are set by the portal or ASAN template you are using, so check the figure shown on the form before you upload.

Can I Take My Azerbaijan Passport Photo at Home?

Yes — a modern phone is enough when you control a few basics.

Phone camera

Use the rear camera at full resolution. Avoid the front selfie camera, which distorts facial proportions, and switch off portrait blur and skin smoothing, which alter biometric points.

Lighting

Face a window or two soft light sources so illumination is even. Overhead light alone casts shadows under the eyes and nose.

Background

Stand about half a metre in front of a plain white or very light grey wall so no shadow falls behind you.

Distance from camera

Keep roughly 1 to 1.5 metres between you and the lens, camera at eye level, to avoid a stretched or foreshortened face.

Cropping

Azerbaijan Passport Photo Compared to Other Countries

Azerbaijan shares its 35 × 45 mm size with most of Europe and its regional neighbours, so a photo prepared for one of those countries usually transfers. A US photo does not.

Common Rejection Reasons for Azerbaijani Passport Photos
